Israel and Lebanon to Begin Indirect Negotiations on Border Issues – Analysis by Brig. Gen. (Res.) Assaf Orion

Israel and Lebanon have officially announced that they will begin indirect negotiations to resolve their long standing maritime border dispute. The talks are expected to begin after the Sukkot holiday.

Senior Research Fellow at the INSS, and former Head of the IDF Team to the Tripartite Talks with UNIFIL and the Lebanese Armed Forces, Brig. Gen. (Res.) Assaf Orion, will discuss the significance of the diplomatic breakthrough, and provide analysis of where the negotiations could lead.

Brig. Gen. (Res.) Assaf Orion joined the INSS in 2015, following 32 years of IDF service. In his final posting in the IDF, Orion served as head of Strategic Division in the Planning Directorate in the IDF General Staff, responsible for strategic planning, policy formulation, international cooperation, military diplomacy and liaising with neighboring militaries and peacekeeping forces.

He headed the IDF team to the tripartite talks with UNIFIL and the Lebanese Armed Forces, took part in the US-Israel security dialogue, and represented the Israeli military in negotiations with the Palestinians.

His fields of interest include national and regional security, applied strategy, strategic negotiation and cooperation, learning systems and adapting to challenges in complex and fast changing environments.
